This program installs the correct version of drivers to work with the 64-bit version of Windows 7. Once you have downloaded it you should run it, but make sure that the e-Lybra program isn't running beforehand and that the unit is not plugged in to your PC. WHen you run it you will see that it opens a black window (known as a command prompt window), you will see a few lines of text pop up, and then the window will close again. You should then plug in your e-Lybra device and allow the Hardware Wizard to configure itself. Finally you will see a message which says that "Your hardware Has Been Installed Successfully" (or similar). After this you should be able to run the e-Lybra software as expected.
